Broad Scope and Function |
This position is responsible for examining budget estimates for completeness, accuracy, and conformance with procedures and regulations on specific OWP’s projects. The individual will be expected to perform a range of independent work related to budget analysis, budget requests, and interpreting and applying budget guidelines. |
Reporting Relationship |
The position reports directly to and receives general supervision from the Associate Director of Research for the Office of Water Programs or their designee. |
Conditions of Employment |
This is a full-time, non-exempt (eligible for overtime pay), benefited position that is covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause. |

Minimum Qualifications |
1. Bachelor’s Degree in business, accounting, or related field, or equivalent combination of education and/or work experience. 2. Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. 3. Demonstrated experience preparing budgets and performing budget analysis, including multi-year projections, developing and administering budgets, and monitoring/reconciling budgets. 4. Ability to perform business mathematics and statistics, analyze budgetary data, and make accurate projections requiring inference. 5. Demonstrated experience in advanced spreadsheet use and visual presentation of budgetary and project management data and information. 6. Demonstrated knowledge of grants and contracts processes. 7. Demonstrated knowledge of project management, word processing, file management, and web conferencing. 8. Demonstrated experience designing, creating, and maintaining databases or spreadsheets; must be able to gather data from databases and spreadsheets and prepare financial reports. 9. Excellent oral and written communication skills, interpersonal skills, and skills to effectively function as part of a team. Excellent command of the English language including grammar, spelling, and punctuation. 10. Self-directed with the ability to function effectively in a detail-oriented capacity to interpret and apply guidelines, policies, and procedures established by funding agencies; answer a variety of questions and concerns from project personnel and staff. 11. Demonstrated ability to prioritize many different tasks, determine the relative importance of each task, complete projects accordingly, and work with deadlines and time pressure. Experience in handling confidential materials. 12. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards. |
Preferred Qualifications |
1. Experience in higher education or with a non-profit 501©(3) organization. 2. Experience working in a consulting and/or contract-based business environment. 3. Knowledge of administrative and budgeting procedures for both UEI and Sacramento State. 4. Demonstrated experience in the supervision and training of staff members. |

Project Description |
The Office of Water Programs (OWP) is a research and training organization located on the California State University, Sacramento (Sac State) campus. The OWP Research Group (www.owp.csus.edu) provides technical expertise and applied research services in water quality monitoring and evaluation, stormwater permits and best management practices (BMPs), water and wastewater treatment, and water resources. OWP provides an excellent opportunity to work in an entrepreneurial, collaborative, manner with a small, highly proficient group of professionals on projects that require innovative solutions. As a self-supporting entity, OWP obtains its funding from contracts and competitive grants. Past clients include California state agencies including Caltrans, State Water Resources Control Board, Department of Water Resources, Office of Emergency Services, Department of Toxic Substances Control, and Department of Parks and Recreation. Other clients and partnerships have included environmental consulting firms, equipment manufacturers, and the California Stormwater Quality Association. OWP has also successfully competed for state grant funds. Recent grants include a $3M award for a joint proposal with the City of Sacramento to implement and test low impact development devices on the Sac State campus. OWP, through an EPA grant, is the EPA Region 9 Environmental Finance Center. Technical services we provide through contracts & grants include stormwater management program planning and implementation; hydrologic and hydraulic modelling; flood inundation mapping; lab-scale testing; planning, design, and management of field-scale experiments; analysis and interpretation of monitoring data; stormwater training and testing; geographic information systems (GIS) and other computerized modeling; project management; and information dissemination. |

Plans and carries out budget procedures for one or more projects including monthly monitoring of project expenditures and revenues and communicates monitoring status to management; assists in the preparation of project budgets and budget materials; reviews and makes recommendations on project budget proposals; assists in the development of multi-year forecast estimates for project expenditures and revenues. |

Tracks OWP’s project expenditures and account balances; reviews budget to actual status for numerous on-going and new projects; reconciles grants and contracts budgets and expenditures. 03. Independently monitors and reconciles project budget accounts. Prepares budget detail for Sponsored Programs Administration (SPA) to use as basis for submitting invoices for external funding. Prepares project budgets for inclusion in grants/contracts. Oversees specific project budgets, personnel costs, accounts payable, and receivables. Maintains project expenditures in a database or spreadsheet for budget reconciliation. Monitors budgets to avoid cost overruns. |

Coordinates specific OWP projects to ensure compliance with grant/contract requirements; works with contract officers and OWP staff to ensure goals are accomplished within budget and efficient operation as to resources, timelines, and deliverables. Maintains records, files, progress reports, and other documentation related to all grants and contracts to ensure deadlines are met, and invoicing is accurate. Reviews, recommends, and approves the invoices for consultants, contractors, and vendors as authorized under OWP’s policies and procedures. |
